SUMMARY:Vortrag: Gender in Japanese mayoral elections – qualitative content analysis of campaign posters (Stefanie Schwarte\, M.A.)
DESCRIPTION:The implementation of the Basic Act for Gender Equality Society in 1999 laid the basis for the creation of policies tackling the issue of gender inequality in Japan. Passed at the national level by the Japanese Diet\, it is the responsibility of local governments to implement the Basic Act. This paves the way for local politicians to propose policies in line with the Basic Act to tackle gender inequality in their respective constituencies. In her analysis of the implementation of the Basic Law in the prefectures Nagasaki and Shiga\, Holdgrün (2013) argues that policy sponsors make a significant difference in achieving actual policy change by proposing and supporting gender equality policies. Policy sponsors are often political leaders such as mayors. Even though they are dependent on the support of the local assemblies to approve budgets and legislation\, mayors can take the initiative to introduce bills and enact regulations. This means they have the power to propose policies tackling gender inequality in their constituencies and are agents of change. In my presentation I will analyze how the gender of candidates is evident in their election pamphlets (jap. senkyo kôhô). Do female candidates center more topics related to ‘women’s issues’ such as education\, elderly or childcare\, sexual harassment\, and gender equality in their senkyo kôhô? To investigate this question\, I am analyzing the election campaign profiles of candidates running for city mayor in 2021. By comparing the campaign pledges of female candidates with their male counterparts\, I seek to understand whether there is a gendered difference in the topics raised in these campaign pledges. Are topics (themes) related to gender equality or ‘women’s issues’ more prevalent in the election pamphlets of female candidates and if so\, how? I use a qualitative content analysis approach and MAXQDA software to pursue this line of research. \nStefanie Schwarte is a doctoral student at the Japan Center at LMU Munich under the supervision of Prof. Dr. Gabriele Vogt. SUMMARY:Vortrag: 日本の地域社会の見えない壁：沖縄の山原（やんばる）を事例として (Prof. Takashi Namba\, Kommentar: Daisuke Nagahama)
DESCRIPTION:日本の沖縄には、『寄留民（きりゅうみん）』ということばがある。寄留民とは、明治維新前からの先祖の土地を離れて住んでいる人のことを言う。日本本土の米軍基地の土地（軍用地）が、ドイツと同じように、ほとんど国有地（87%）であるのに対して、沖縄の軍用地は40％が私有地、37%が県・市町村有地、国有地は23%しかない。沖縄本島北部の山の軍用地は、多くが共有地で、コミュニティ（本土では町内会・自治会、沖縄ではシマ）が管理・運営している。これらのシマでは、多いところでは年間2億円以上の収入（借地料や補助金）がある。収入を活用して、シマが自治体（市町村）と同じような規定と組織を持ち、絶大な権力を持つ。ただ、多額の収入のために、シマのメンバーシップが厳格に決められている。戦後シマに引っ越してきた人は、シマの仲間に入れない。寄留民には資格が無いのだ。まさに、コミュニティの中に見えない壁が存在する。この発表では、日本に古くからあるムラ制度について説明したうえで、現代沖縄のコミュニティを事例に、日本の地域社会の中にある見えない壁について議論する。 \n難波孝志（Takashi Namba）の紹介 \n難波孝志は、現在、大阪経済大学 情報社会学部の教授である。大学院 経営情報研究科の研究科長を務めている。専門は、都市・地域社会学である。都市社会や農村社会のコミュニティ問題について、国家や自治体と地域社会の関係、コミュニティ内部の人間関係に焦点を当てて、研究を行ってきた。主な著書として、難波孝志(編)\, 2020\, 『米軍基地と沖縄地域社会』\, シリーズ　沖縄の地域自治組織１＜北中部編＞\, ナカニシヤ出版\, Takashi Namba\, 2020\, ‘Comparative Study on the Consensus – Building Process of the Conversion of Closed Military Bases in Germany and Japan’\, (Carmen Schmidt and Ralf Kleinfeld (Ed.)\, “The Crisis of Democracy?: Chances\, Risks and Challenges in Japan (Asia) and Germany (Europe)”\, Cambridge Scholars Publishing)\, pp.431-441\, Takashi Namba\, 2009\, ‘Problems with the municipal mergers in the Kiso (Nagano) Area’\, (Gyoergy Szell / Ute Szell(eds.)\, “Quality of Life and Working Life in Comparison”\, PETER LANG)\, pp. 71-85 などがある。 \nDer Vortrag findet in Präsenz und in japanischer Sprache statt. \nOrt: Japan-Zentrum der LMU\, Seminargebäude am Englischen Garten\, Oettingenstr. 67\, 80538 München\, Raum 151. \nKommentar: Daisuke Nagahama \n \n沖縄県の宮古島出身で、現在オックスフォード大学大学院日本学修士課程2年生の長濱大祐です。修士論文として、沖縄県内における基地に対する年代や地域別認識の違いについて執筆中です。

SUMMARY:Vortrag: Between international students and refugees: Research methodology in migration studies (Polina Ivanova\, PhD)
DESCRIPTION:Based on her experience studying migration since 2013 and migration in Japan since 2017\, Polina Ivanova (Ritsumeikan University\, Kyoto\, Japan) will discuss research methodology in migration studies\, challenges she had to confront at different stages of her journey as a doctoral candidate and a postdoctoral researcher\, and the ways her scholarship has informed her teaching practices. Her PhD dissertation examined thirty civil society groups supporting international students in the Kansai area of Japan while her first postdoctoral project looked into the effects of the pandemic on both students and their support organisations. In addition to her single-authored studies\, Polina has worked jointly with multiple research partners across borders and disciplines on topics of international student campus satisfaction\, loneliness\, human security and human rights of refugees and asylum seekers in East Asia. She will share her experience with collaborative projects\, shedding light on their attractive sides and potential pitfalls. As a predominantly qualitative researcher with extensive experience of fieldwork\, she will compare ethical clearance process in three different countries. She will share her tips on working with major academic publishers as an author and as an editor. The talk will also touch upon topics of decolonising methodology in migration studies and realities of the ‘digital turn’ during and after the pandemic. \nPolina Ivanova is a postdoctoral researcher at Ritsumeikan University (Kyoto\, Japan) where she obtained her PhD in International Relations in March 2021. She is currently based in Brussels\, Belgium as a Bluebook trainee at the Directorate-General Home and Migration (DG HOME) of the European Commission and is continuing working remotely as a visiting researcher at the Institute of International Relations and Area Studies of Ritsumeikan University. Her research interests lie in the area of international migration focusing on international student mobility and more recently on refugees and asylum seekers in Japan. Her forthcoming book “Civil society and international students in Japan: The making of social capital” (Routledge\, 2023) is based on her doctoral dissertation examining interaction between civil society groups and international students in the Kansai area of Japan and her postdoctoral research on the impact of the COVID-19 pandemic. In addition\, Polina participated in four collaborative projects with research partners from Japan\, Australia\, United Kingdom\, United States and published six peer-reviewed articles and two policy briefs based on this work. Her current project is an edited volume on refugees and asylum seekers in Japan and Taiwan contracted with Palgrave Macmillan and bringing together 22 researchers and human rights activists from Japan\, UK\, US\, Taiwan\, Indonesia\, and Czech Republic. \nDer Vortrag findet in Präsenz statt.
