SUMMARY:Erinnerung an Erdbeben\, Tsunami und Atomunfall: Bericht einer Studienreise nach Tōhoku
DESCRIPTION:Am 11. März 2011 erlebte die Tōhoku-Region im Nordosten Japans mit einem Erdbeben der Stärke 9.0 auf der Richterskala\, Tsunami mit einer Wellenhöhe von bis zu 40 Metern und dem daraus resultierendem GAU am Atomkraftwerk Fukushima Daiichi eine der größten Katastrophen seiner Geschichte. Dreizehn Jahre später\, vom 25. Februar bis zum 3. März 2024\, reiste eine Gruppe von Studierenden unter der Leitung von Dr. Anna Wiemann in die Region\, um die Erinnerung an die Dreifachkatastrophe zu untersuchen. In unserem Vortrag berichten wir von unseren Begegnungen und Erlebnissen mit den Menschen vor Ort. Wir beleuchten Themen wie Katastrophenschutz angesichts von Katastrophen\, die außerhalb der Vorstellungskraft liegen\, Entscheidungen und Verantwortung in der Katastrophensituation\, die Rolle gesicherter Informationen\, die Problematik des Wiederaufbaus oder den Umgang mit Strahlung und Dekontamination im Kontext von Revitalisierungsmaßnahmen der lokalen Wirtschaft. \nDie Forschungsreise wurde großzügig von der Toshiba International Foundation unterstützt und in Kooperation mit dem Kataribe World Network und dem International Research Institute of Disaster Science der Tōhoku-Universität (IRIDes) durchgeführt.

SUMMARY:Vortrag von Annika Clasen\, M.A.: "Current trends of pro-gender norms in Japan’s foreign policy"
DESCRIPTION:Feminist perspectives have long been integral to the study of international relations and the practical shaping of foreign and security policy among nations. While traditional norms and values have historically guided governments through global challenges\, recent years have seen a more deliberate focus on the inclusion of women and the promotion of specific moral and ethical principles. \nIn 2014\, Sweden in particular spearheaded this shift by introducing a concrete set of feminist principles into its foreign policy strategy. This initiative has gained traction in other countries such as Canada\, France\, Germany\, and Chile. At the 2023 G7 Summit in Hiroshima\, the Women7 group\, an official G7 engagement platform\, successfully advocated for a foreign policy framework informed by feminist principles and received unanimous support from all member states\, including Japan. \nJapan\, in particular\, has demonstrated a growing commitment to incorporating pro-gender norms into its foreign and security policy since 2015. These efforts have culminated in the implementation of a National Action Plan on Women\, Peace and Security. SUMMARY:Vortrag von Dr. Alexandra Sakaki: "Japan’s Zeitenwende in Security Policy"
DESCRIPTION:The Russian invasion of Ukraine elicited what is widely seen as a ‘Zeitenwende’ in security policy not only in Germany\, but also in Japan – despite the country’s geographical distance from the war. Over the next few years\, Tokyo plans to massively increase its defense spending and acquire new military capabilities such as medium-range missiles. \nDoes this signify Japan’s turn away from its anti-militarist (or even pacifist) stance in security policy and its image as a civilian power since 1945? The lecture will discuss the background\, implementation steps and the implications of Japan’s ‘Zeitenwende’. \nSince January 2012\, Alexandra Sakaki has been a part of the German Institute for International and Security Affairs (SWP). From January to April 2019\, she served as a visiting scholar at the National Defense Academy Japan and Keio University. From 2012 to 2017\, she was a Senior Fellow at the Robert Bosch Foundation\, focusing on ‚Japan in the International System‘. Prior to that\, she worked as a research associate at the Institute for East Asian Studies\, University of Duisburg-Essen from 2009 to 2011. In 2011\, she earned her Ph.D. (Dr. phil.) in Political Science from the University of Trier. She has also held teaching positions at the University of Trier and Ludwig Maximilian University of Munich from 2008 to 2009. Her academic career includes a research stay at the German Institute for Japanese Studies in Tokyo from 2007 to 2008. She holds a Master’s degree (M. Phil.) in International Relations from the University of Cambridge\, England\, obtained in 2005\, and a Bachelor’s degree (B.A.) in East Asian Studies from Princeton University\, USA\, obtained in 2002.
